The use of indicators in assessing the quality of public policies is increasingly indispensable for managers of public administration able to measure its performance. To build these indicators, the understanding of the exchange process between the citizen and public administration, through the services offered, should be taken into consideration. Thus, the marketing area is the most suitable to understand this process of exchange and provide some parameters for public managers to develop public policy evaluation indicators. We hope with this test provide parameters so that they can later be formulated indicators, from marketing practices aimed at the administration of towns, cities and regions, the evaluation of quality of public policies. The literature review provides a conceptual discussion of some of these parameters.
